Thomas W. Talsma, Vice President

As Vice President, Tom Talsma is responsible for business development strategy and implementation at Engineering Enterprises, Inc. (EEI), and in addition, heads the Structural Engineering Group.  He has more than 33 years of engineering and project management experience.

Before coming to EEI in 2005, Tom served as Director of Public Works for the City of Geneva where he was responsible for directing the City’s water, wastewater, storm sewer and electric utilities, engineering, streets, forestry, fleet services, stormwater management, solid waste services, and environmental management services during a period of rapid population growth from 7,500 to approximately 22,000.  In that role, he managed 65 employees and held responsibility for a $29.3 million operating budget and a $15 million capital improvement budget.

Tom served as Transportation Sub-Committee Chairman for the Kane County Council of Mayors for over eight years and was on the Technical Advisory Committee for the Kane Transportation Planning Study.  He was also Vice Chairman of the Kane County Stormwater Management Technical Advisory Committee responsible for the Kane County Stormwater Management Plan, Ordinance and Technical Manual.  In addition, he is a Life Member of the American Public Works Association and the American Water Works Association.  Tom earned a Bachelor of Science from Northern Illinois University, and a Certificate in Business Administration from University of Illinois - Chicago.

In 1994, Tom was the recipient of the Top Ten Public Works Leader of the Year Award which recognizes professional accomplishment and distinguished service in the field of public works across the country.
